AAISA's Analysis on Changes in Canadian Immigration Levels Plan 2025
Our colleagues at the Alberta Association of Immigrant Serving Agencies (AAISA) have released a helpful overview of the changes in Canada’s 2025 Immigration Levels Plan and what they may mean for the sector. Key changes introduced in the 2026-2028 plan: Permanent resident (PR) targets are being scaled down: from 500,000 in 2025 to 395,000 in 2025, then to 380,000 in 2026 and 365,000 in 2027 For the first time, the plan also sets explicit ceilings on temporary resident (TR) arrivals, including students and workers, marking a turn toward regulated, more controlled migration flows A growing share of new PRs will come from people already in Canada on temporary status, highlighting the plan’s focus on converting existing temporary residents to permanent ones rather than relying solely on fresh arrivals At a time when immigration has been framed as a driver of demography, labour, and growth, the new plan reframes it as a tool for “managed equilibrium.” This shift calls for renewed reflection: how do we uphold welcoming, equity-centered support while adapting to changing policy? With fewer newcomers arriving each year, it becomes even more important to ensure that those who settle here receive timely, high-quality support and information on language training, employment, housing, community connection, and more. Now more than ever, strong community collaboration, resource coordination, and sector-wide planning are essential to help newcomers feel welcomed, safe, supported, and empowered to thrive. Dr. Lori Wilkinson Presentation on Housing and Immigrants
Dear MANSO Members, We are pleased to inform you that Dr. Lori Wilkinson's presentation, "Understanding the Canadian Housing Crisis in 2025: It's Not an Immigration Problem", is now available in the "Members Only Resources" section of our Member Portal. This presentation was originally shared at our MANSO Housing meeting on May 6, 2025. Dr. Wilkinson has kindly approved its broad distribution to our members and partners. This insightful presentation critically examines and debunks the idea that immigration is the cause of the housing crisis. Instead, it highlights the positive contributions of newcomers in potentially solving the crisis, while also acknowledging the complex challenges that newcomer communities face in accessing appropriate and accessible housing. -
MANSO Anti-Racism Framework 2022
The MANSO Anti-Racism Framework was created in response to a unanimously supported 2021 MANSO policy resolution that became the MANSO Anti-Racism Policy for the Settlement Sector. The Policy outlines the need and opportunity for Service Provider Organizations (SPOs) to address systemic racism. The creation of the Framework was a collaborative effort. The Policy called for the formation of the MANSO Anti-Racism Committee, which guided and contributed to the creation of the Framework. Stakeholders from the Settlement Sector also informed the Framework’s contents and design through a sector-wide survey and focus group discussions. Focus group participants included current and former SPO staff, partners, and funders. The Framework is made up of: Nine Calls to Action Best practices for how to work toward each Call to Action Tips for how to implement the best practices This is a tool to support MANSO member agencies in collective learning, planning, and action to address systemic racism within their organizations, the sector, and beyond. The Framework is posted on the MANSO website and is also available to the public: https://mansomanitoba.ca/resources/manso-anti-racism-framework-2022/ MANSO Anti-Racism training videos and workbooks In the Summer of 2021, funded by Immigration, Refugees and Citizenship Canada (IRCC), MANSO developed and produced a sector-wide Anti-Racism project, which included three live training sessions for different groups of participants, and three workbooks to accompany each training, along with three videos to be shared as resources for MANSO member organizations and their board members.
